CLEVELAND—U.S.-flag Great Lakes freighters (lakers) carried 8.7 million tons of dry-bulk cargo in November, a decrease of 4.7 percent compared to a year ago. The total was also 8.7 percent below November’s long-term average, and down 11.2 percent from the 9.8 million tons the fleet moved in October. Weather delays were a factor in the decreases.
